Hi Nick,

I would like to backport a couple of patches to binutils-2_31-branch. What will be the proper procedure.

Just the same as if you were contributing a patch to the mainline. So
if it is ARC specific then you can just go ahead and commit the patch(es)
although you should also send an email to the list. If it is a generic
patch then get a review/acceptance in the usual way.

Often contributors will ask for a patch to be approved for both the
mainline and the 2.31 branch at the same time.
